Only Parliament can impose taxes and levies - Dafeamekpor
Rockson-Nelson Dafeamekpor stated on Tuesday on PM Express that "Only Parliament has the mandate under the law to impose a tax or a levy - only Parliament." He made this statement amid discussions about the suspended charge on wallet-to-bank transfers.
Dafeamekpor dismissed claims that the proposed 0.75 percent charge on direct wallet-to-bank transfers was comparable to the Electronic Transfer Levy (E-Levy). He said the proposed charge was announced by a private company, Mobile Money Company Limited, and did not originate from the government or through a legislative process. The Bank of Ghana suspended the implementation of the charge, which was expected to take effect from 1 June, to allow for further consultations. Dafeamekpor said the E-Levy followed the required legislative process before its implementation, as it was introduced through a government-sponsored bill and debated in Parliament.
Dafeamekpor backed the Bank of Ghana's intervention to halt the proposed charge. He maintained that any such charge requiring statutory backing would have to go through Parliament. He also accused the Minority of politicising the issue by linking it to the E-Levy debate.
