Lack of Special Committee stalling implementation of PAC recommendations -James Klutse Avedzi
James Klutse Avedzi raised concerns on Thursday, 2 April, on Joy FM's Super Morning Show that the non-establishment of a constitutionally mandated committee is hampering the prosecution of offenders. He said, "Since the inception of constitutional rule, we have never establish that committee, that is where the problem is."
Mr. Avedzi, the former Chairman of Parliament's Public Accounts Committee, explained that Article 1876 of the Constitution provides for collaboration between the PAC and the Attorney-General. He noted that recommendations arising from PAC sittings, particularly those based on findings from the Auditor-General of Ghana, often fail to progress to prosecution or enforcement.
According to Mr. Avedzi, many cases presented before the PAC and referred to the Attorney-General appear to stall without further action. He stated that this weakens accountability within the public financial management system.
