Kwabena Donkor calls for forensic audit into how $655m 'floods cash' was spent
Dr Kwabena Donkor, former Energy Minister, has demanded a forensic probe into how $655 million was spent over the past twelve years to mitigate flooding in Accra and its environs. He issued a statement titled: 'The State Stands Indicted', accusing key institutions of "monumentally" failing citizens, stating, "After spending Six Hundred and Fifty Five Million U.S. dollars in twelve years, the flooding situation is worse than when they first started!"
Dr Donkor named the Ministries of Works and Water Resources, Local Government, the Hydrological Services Authority, and MMAs in Greater Accra as complicit in the floods. He also cited the Public Procurement Authority, Parliament's Works and Housing Committee, the Auditor-General's Office, and the Architectural and Engineering Services Department as institutions to blame. His outburst followed renewed flood warnings and heavy Monday morning rains, which led Minister for the Interior, Muntaka Mohammed-Mubarak, to advise residents to stay home. Dr Donkor viewed this advisory as proof of systemic failure.
