The only emergency fund we have is blocked - Ato Forson concerned over garnisheed state account

He described it as "the only emergency fund the Constitution created for the Republic of Ghana," created under Article 1771 of the Constitution. This development prevented the government from accessing money approved for flood and disaster mitigation.
Dr. Ato Forson disclosed that the account had about ¢500 million but was inaccessible due to a court order. He explained that this fund is controlled by Parliament's Finance Committee and requires their approval for withdrawals during emergencies. He also mentioned another source of emergency funding, the contingency vault, which has ¢361 million and is managed by the Finance Minister.
