NASPA suspends Capacity Building Programme, assures no further deductions from NSS personnel
The National Service Personnel Association (NASPA) suspended its nationwide Capacity Building Programme with immediate effect at a press conference dated 21st July 2026 in Accra. NASPA stated the decision followed concerns from service personnel and a directive from the Management of the National Service Authority, in line with instructions from the Minister for Youth, Empowerment and Development, George Opare Addo. NASPA requested the National Service Authority to facilitate a deduction of GHS60 to cover 4 months of training, as part of costs already incurred. The President of NASPA, Abdul Wahab, assured, "We wish to assure every National Service Personnel that there will be no further deductions on behalf of, or in relation to this capacity training."
The Capacity Building Programme was conceptualised in December 2023 by the National Executive Council to address post-service unemployment, aiming to equip personnel with practical skills in areas such as IT, coding, digital marketing, entrepreneurship, project management, and agricultural business. A similar pilot programme in the Greater Accra Region in 2024 received positive feedback, leading to the nationwide rollout in partnership with Zeus Atlas Limited. NASPA acknowledged concerns over deductions and the level of consultation.
