Ghana Prisons Service shifts focus from punishment to rehabilitation under new reform agenda
Mrs. Patience Baffoe-Bonnie (Esq.), Director-General of Prisons, announced a shift in the Ghana Prisons Service's focus from custody and punishment to a modern correctional model centered on rehabilitation, skills development, and successful reintegration of inmates into society. This announcement was made in a message to mark Nelson Mandela International Day on July 18. She stressed that "imprisonment should offer offenders the opportunity to reform, rebuild their lives and make meaningful contributions to society."
The transformation is driven by the "Think Prisons 360 Degrees Initiative," launched in 2025, which aims to reposition prisons as centers of hope, healing, productivity, and national development. The initiative adopts a three-stage approach: pre-incarceration, incarceration, and post-incarceration, designed to promote crime prevention, effective rehabilitation, and successful reintegration. Interventions during incarceration are built around five strategic pillars: welfare of officers and inmates, industrialization, agricultural mechanization, business and wealth creation, and strategic partnerships. These efforts are aimed at equipping inmates with the necessary knowledge, skills, and values to become responsible, productive, and law-abiding citizens.
