CAGD Union Battles CLOGSAG Over Autonomy Proposal
The Controller and Accountant-General's Department Workers' Union (CAGDWU) has rejected opposition from Mr. Isaac Bampoe Addo, the Executive Secretary of the Civil and Local Government Staff Association of Ghana (CLOGSAG), regarding the Constitutional Review Committee's (CRC) recommendation to grant autonomy to the Controller and Accountant-General's Department (CAGD). The CAGDWU stated that Mr. Bampoe Addo's position does not represent the views of professional staff within the CAGD.
In a statement signed by interim leaders Ahmed Muniru Mohammed (President), Becky Ayiku Otuo (General Secretary), Abdul Razak Mohammed (Financial Controller), and Gershon Ntsri (Organiser), the CAGDWU emphasized that the CRC's recommendation followed extensive national consultations and assessment of the CAGD's role in Ghana's financial administration. The Union argued that autonomy would strengthen fiscal discipline and align Ghana's public financial management with international best practices, dismissing CLOGSAG's claims that it could lead to "constitutional confusion."
The CAGDWU asserted that the independence of the CAGD is a constitutional necessity for strengthening accountability and professionalism in managing government finances. They warned that attempts to obstruct the autonomy process would be resisted and called on Parliament, civil society, and the public to support the CRC's recommendation. The Union believes the reform will enhance operational efficiency and safeguard national resources.
