A Ghanaian passport must represent more than a travel document, signifying that every Ghanaian citizen is entitled to the full protection of Ghana's Constitution, courts, and the rule of law before being surrendered to another jurisdiction. The United States is justified in pursuing individuals accused of serious cybercrime and transnational criminal activity, and international cooperation is indispensable.
